“The sky may not be falling but our nation’s fiscal house will be collapsing unless we take dramatic and urgent action to reduce the deficit. Today’s CBO report detailing the fourth straight year of trillion dollar deficits is a call to action for a bipartisan plan to bring our deficits under control, even though some would say it is too difficult to act in an election year. Our failure to act in the next few months would trigger a sequester, irresponsibly slashing critical domestic and defense programs. Nothing we do this year in Congress will be more important to promoting an economic recovery than dramatically and responsibly reducing the deficit, and nothing could be more irresponsible than kicking that can down the road.”

Introduction of the Deficit Reduction Implementation Act

WASHINGTON, DC-Today Senators Joe Lieberman (I-CT), Mike Enzi (R-WY), Lisa Murkowski (R-AK), Bob Corker (R-TN), and Mark Kirk (R-IL) introduced the Deficit Reduction Implementation Act of 2011.

“We will fail the American people unless we take responsible action to dramatically reduce the deficit and put our fiscal house in order. The automatic sequestration enacted in the Budget Control Act is nothing but an abdication of our responsibility. This proposal would help facilitate a process whereby Congress could enact a serious bi-partisan blue-print such as Simpson-Bowles, Gang of 6 and the Rivlin/Domenici plans. We are hopeful that this legislation will offer a starting point to provide the environment whereby one or several bipartisan groups can introduce and ultimately get an up or down vote on a deficit reduction proposal early next year. The stakes are too high and we cannot delay the day of reckoning for another year of gridlock,” said Senator Lieberman.

An outline of the legislation is below:

· The Deficit Reduction Implementation Act would simply extend the privileged treatment that would have gone to the Super Committee bill (no amendments, no points of order, filibuster-proof, and expedited consideration) to any deficit reduction legislation that has the support of at least 6 Republican caucus members and 6 Democratic caucus members in the Senate or at least 15 Republican caucus members and 15 Democratic caucus members in the House.

· Qualifying legislation must achieve at least $1.5 trillion in deficit reduction over 10 years to be considered under privileged and expedited procedures, but the goal is to achieve $4 trillion in deficit reduction.

· Should the Deficit Reduction Implementation Act succeed at finding 1.5 trillion in deficit reduction, these measures would replace the sequestration process established by the Budget Control Act.

"The liberation of Tripoli that is at last happening now marks a historic turning point in the Arab Spring and a victory for the advance of freedom globally. For the first time, a Middle Eastern dictator who tried to hang onto power by unleashing the most brutal possible violence is being deposed by his own people. The collapse of the Qaddafi regime thus sends a clear message to other autocratic regimes throughout the region -- from Damascus to Teheran -- that their day of reckoning too shall come.

"The liberation of Libya is an achievement that belongs first and foremost to the Libyan people, whose bravery and determination has forever changed the course of their history, and ours. This is also a victory for the United States and our NATO allies, whose use of military force stopped Qaddafi when he was on the brink of slaughtering his own people and empowered them to secure their destiny for themselves. America should be proud of the role we have played.

"While we join the Libyan people in celebrating this moment, we also know from history that the fall of a dictator does not guarantee the emergence of a successful, stable democracy in its wake. We also know that decisions and actions made in the immediate days and weeks ahead will carry consequences for years to come. For this reason, it is critical for the U.S. to redouble our assistance to and coordination with the Transitional National Council.

Lieberman, Blumenthal, DeLauro introduce Teachers Professional Development Institutes Act

WASHINGTON, DC - Senators Joe Lieberman (I-CT) and Richard Blumenthal (D-CT), along with Representative Rosa DeLauro (D-CT) introduced the Teachers Professional Development Institutes Act, a bill that would help K-12 teachers improve their subject matter expertise and their instructional skills.

The Act would provide for the establishment of eight new Teachers Professional Development Institutes each year over the next five years. These institutes would be modeled after the very successful Yale-New Haven Teachers Institute, which has been in operation since 1978. Every Teachers Institute would consist of a partnership between an institution of higher education and the local public school system in which a significant proportion of the students come from low-income households.

"High quality teacher professional development programs that focus on subject and pedagogy are proven methods for enhancing the effectiveness of a teacher in the classroom. The Yale-New Haven program has been incredibly successful. If this model is working let's give other teachers the same opportunity," said Senator Lieberman. "The need for effective teachers with deep content knowledge is most apparent and urgent in schools that enroll a high proportion of students from low income families, exactly the schools that Teachers Institutes serve."

"In order for students in every neighborhood to receive an education that will prepare them for the future, we must have teachers who are experts in their field and equipped with the best tools and strategies to educate our children," said Blumenthal.

"Nothing we do in Congress is more important than ensuring our children have the tools and opportunities they need to succeed. Senators Lieberman and Collins' letter seeks to improve treatment for wounded warriors

Washington, D.C. - In a letter to Defense Secretary Robert Gates, Senators Joe Lieberman and Susan Collins state their concern for the care, support, treatment, and rehabilitation for our service members returning from battle with injury and illness.

Senators Lieberman and Collins are the Chairman and Ranking Member, respectively, of the Homeland Security and Governmental Affairs Committee.

Warrior Transition Units are designed to provide care, support, treatment and rehabilitation for the men and women returning from battle with injuries and illnesses. Media reports suggest that there is a backlog in care and provider shortages.

Injured service members must also deal with a confusing bureaucracy that appears to be threatening the proper treatment for the wounded. The Senators have asked for data from the Defense Department about who qualifies for treatment in the Warrior Transition Units, among other information, in order to conduct Congressional oversight.

The Warrior Transition Unit program was created to provide both quality medical and mental care and counseling to soldiers who have endured mid-level battlefield injures or wounds, said Senator Lieberman.

Lieberman said he agrees with Senator Collins that we must ensure that the WTU program is meeting the needs of our wounded soldiers and carrying out the goals and missions that it was designed to.

"I am concerned about media reports that this program has not been properly managed and administered and I am looking forward to a formal response to our letter on the matter," Lieberman stated.

"All service members deserve the best health care we can provide," said Senator Collins. "But a special level of care is required for 'him who shall have borne the battle.' We are concerned that those who were injured on the front lines are possibly being pushed to the back of the line. We can begin to provide better oversight and make a determination with the information we have requested from the Department of Defense about the program and process."

Washington, DC - Senators Joseph Lieberman (I-CT) and Richard Blumenthal (D-CT) and Representatives Rosa DeLauro (CT-3) and Chris Murphy (CT-5) introduced the Naugatuck River Valley National Heritage Area Study Act today, which is the first step towards designating the area as a National Heritage Area.

The legislation directs the Secretary of the Interior to conduct a study to determine if the area is suitable or not. Designating this area as a National Heritage Area will help to create more coordinated regional preservation and planning efforts aided by technical and planning assistance from the National Park Service.

"The Naugatuck Valley exemplifies the cultural strength of our country. The valley has a rich history with much to be proud of, from the legacy of a patchwork community of immigrants providing the industrial strength to get us through all of our nations wars, to the unique industrial-era and art-deco style buildings," said Lieberman. "I am pleased to introduce this legislation because our national heritage is embodied not just in our natural treasures, but on the cultural uniqueness of each part of our great nation."

Blumenthal said this region of Connecticut is a shining example of American history and deserves recognition as a National Heritage Area. Designation as a National Heritage Area will enable towns along the river to attract visitors who are eager to learn about this unique region.

"The fourteen communities that stretch along the Naugatuck River are steeped in agricultural, trade, architectural, and industrial history. A National Heritage Area designation would not only recognize its unique and historical significance, but would boost the local economy through cultural and historic tourism, and help Connecticut to preserve its history for generations to come," said DeLauro.

"The Naugatuck River corridor's rich history is equaled only by its natural beauty," Murphy said. "With some help from the National Park Service, we can help preserve both, while hopefully bringing much needed new tourism dollars to the region."

Lieberman and Blumenthal announce highlights from FY2012 Defense Authorization

Washington, D.C. - Senator Joe Lieberman (ID-CT) and Richard Blumenthal (D-CT), members of the Senate Armed Services Committee, strongly supported the committee's approval on Thursday of its draft of the National Defense Authorization Act for fiscal year 2012.

The National Defense Authorization Act will authorize a 1.6 percent across-the-board pay raise for all members of the uniformed services, consistent with the President's request. This would be the 12th year in a row that military pay increases would exceed those of the private sector. The act would authorize service secretaries to carry out one or more programs to provide service members with job training and employment skills training to help prepare them for employment in the civilian sector. It would encourage the Department of Defense to expand efforts aimed at preventing foreclosures on service members' home mortgages.

"This bill will provide our troops and their families the support they need, and I hope that the full Senate will take it up soon," Lieberman said. "The support this bill gives to Connecticut manufacturers shows just how important a role the state plays. I believe that Connecticut workers can not only feel more secure in their own jobs, but I expect that there will be new jobs in Connecticut's defense industry in the future."

The Defense Authorization Act will provide funding for the following key Connecticut programs:
- The bill will authorize $8.6 billion in total funding for the continued development of the Joint Strike Fighter program and acquistion of 22 JSF aircraft, powered by Pratt and Whitney engines. The bill includes $3.3 billion for 19 F-35As for the Air Force; $1.1 billion for six F-35Bs for the Marine Corps; and $1.5 billion for seven Navy F-35Cs.

- The bill will authorize $5.8 billion in funding for our nation's critical submarine programs, to include the acquisition of two Virginia class submarines and the continued development of a next-generation ballistic missile submarine to replace our aging Ohio class ships.

- The bill will authorize over $3 billion in funding to procure Sikorsky helicopters, to include 71 Black Hawks, 18 Knighthawks, 24 Navy Seahawks, and an additional $677 million to develop the Super Stallion transport helicopter.

- The bill will authorized $850 million in development funds for the replacement of KC-46A tanker, an aircraft that will be powered by Pratt and Whitney engines and will recapitalize America's fleet of aerial refueling tankers.

- The bill will authorize $480 million for the procurement of nine C-27J Spartan aircraft. The "Flying Yankees" of the Connecticut National Guard's 103 Airlift Wing will soon receive Spartan aircraft, keeping a key flying mission in support of both military and homeland defense missions in the Connecticut for many more years to home.

Representative Michelle Cook honors Girl Scouts at Advocacy Day

State Representative Michelle Cook of Torrington (D-65^th District) discussed school bullying laws during Girl Scout Advocacy day at the State Capitol. Girl Scouts from across the state met with legislators to show their support for An Act Concerning School Bullying Laws (HB 5535).

Rep. Cook, a co-sponsor of the bill said, “The girls are very committed to reducing bullying in schools and cyber-bullying on the internet. Some shared personal experiences with bullying which made the meetings powerful and particularly meaningful to legislators.”

The Girl Scouts have their own program, Girlz R.U.L.E. which is an outreach curriculum-based program that embraces girl leadership and challenges young women to take steps to reduce conflict, aggression and violence.

“These young women are learning valuable skills to better manage situations once thought to exist only in high school, such as; put downs, rumors, sexual harassment, bullying and violence,” said Cook. “Too often little conflicts go unnoticed and perpetuate until the situation gets way out of hand. This program builds awareness and empowers them to move from a bystander or victim to a problem-solver.”

In 2010, Rep. Cook helped organize a Capitol Girl Scout troop made up of women legislators who are strong, positive role models for every Girl Scout in Connecticut.

According to the Girl Scouts, approximately 44,000, or 15 percent of 5-18 year old girls are enrolled in a Girl Scout program in Connecticut.

"I would have liked to have heard the President talk more about how to promote American manufacturing in ways other than trade agreements," Murphy said.

"I'm pleasantly surprised that President Obama dedicated so much of his speech to education. The achievement gap in Connecticut's schools is the largest in the nation, and it is crippling our future economic growth - fixing it will be part of the cure our economy so desperately needs."

Governor Malloy to acctivate Emergency Operation Center at 4 p.m.

Lieberman to introduce legislation to protect arctic national wildlife refuge

Senator Joe Lieberman (I-CT) introduced legislation today to protect the coastal plains region of the Arctic National Wildlife Refuge from oil and gas exploration and drilling.

The bill will designate 1.5 million acres of the Arctic National Wildlife Refuge as wilderness for inclusion in the National Wilderness Preservation System.

Once designated as wilderness the land becomes subject to specific management restrictions: human activities are restricted to non-motorized recreation, scientific research, and other non-invasive activities.

"I have long believed that we have a responsibility to future generations to preserve the Arctic National Wildlife Refuge, and I have fought to protect it for as long as I have been in the Senate," Lieberman said. "The fact is, we do not have to choose between conservation and exploration when it comes to our energy future; we can do both simultaneously while moving toward a sustainable and diverse national energy policy."

Connecticut 'Blue State' map shows a lot of red

Put some color on a map of Connecticut to show which towns Democrat Dan Malloy won (blue) and which towns Republican Tom Foley won, and a few things stand out.

The vast majority of physical geography in Connecticut voted "Republican" in last week's gubernatorial election.

Foley won 126 of Connecticut's towns and cities, and Malloy won 43.

Exclude just three of those communities that Malloy won, and Tom Foley led by a 51 to 47 percent margin.

Those three communities, of course, were the much-talked-about Bridgeport, Hartford and New Haven, where Dan Malloy beat Foley by a combined vote of 56,545 to 9,827.

The map exposes what has played out in the Legislature for years ... the agenda, priorities and needs of Connecticut's big cities are far different than its suburban and rural communities.

Malloy, the former mayor of Stamford, has some reassuring to do, perhaps, that he'll be a governor for the entire state, not just an advocate of the cities.

George Jepsen has fundraising edge in Connecticut attorney general race

Democratic attorney general candidate George Jepsen issued a press release today touting a big edge in the number of total donors contributing to his campaign.

Republican candidate Martha Dean’s report to the State Elections Enforcement Commission listed 163 contributors to her campaign through September, with the average contribution of nearly $400.

In comparison, more than 1,200 Connecticut residents gave contributions of $100 or less to Jepsen’s campaign between January and July when he qualified for public financing. Also, Jepsen did not accept money came from political action committees, industry or public-interest groups.

“My grassroots support is much deeper and more widespread than my opponent’s. The numbers tell the story. My message appeals to a broader range of Connecticut voters,” Jepsen said. In contrast, Dean has failed to garner much financial support, even from members of her own party.

Jepsen said participating in the Clean Elections Program has allowed him to focus on meeting Connecticut voters and talking about issues that matter, not raising money. It has also kept special interest money out of his race.

Republican Attorney General candidate Martha Dean is applauding Thursday’s U.S. District Court ruling in Florida that allows a lawsuit challenging a key provision of the federal health care reform legislation to move forward. The current suit – brought by twenty states – challenges the constitutionality of a mandate forcing citizens to buy health insurance.

Dean said, “I am pleased that Judge Roger Vinson decided that it is appropriate to move this important case forward. I look forward to closely following further proceedings in the coming weeks.”

Twenty states say that Congress is exceeding its constitutional authority by penalizing people for not doing something -- buying health insurance. The bill also fails to refer to any penalties it contains as taxes, even though the Obama administration recently argued that the penalties should be considered a tax levied by Congress, thereby giving it the constitutional power to regulate interstate commerce.

Dean added, “Connecticut deserves a strong Attorney General who will advocate vigorously for Connecticut’s citizens’ constitutional rights. My Democratic opponent is too accepting of federal power that goes far beyond what we have authorized constitutionally.”

Chris Murphy backs $250 one-time check for senior citizens

Congressman Chris Murphy (CT-5) announced today that Congress will move ahead with legislation to provide Social Security recipients with a one-time $250 payment. The Social Security Administration is expected to announce on Friday there will be no automatic Cost-of-Living-Adjustment for 2011. That means that for the first time ever, 2011 will be the second consecutive year that Social Security retirees, veterans, and people with disabilities will see no increase in their monthly Social Security, SSI, VA Pension and Compensation, and Railroad Retirement benefits. This unprecedented situation is a result of economic conditions, not the result of Congressional or Presidential action or inaction.

“In this economy, seniors living on a fixed income are in a tough position,” said Murphy. “While the formula for calculating Social Security increases doesn’t recognize it, I listen to seniors every day who are hurting. That’s why we’re going to move quickly to pass this bill.

“Seniors who have worked hard all their lives shouldn't have to worry about their Social Security benefits. At a time when private retirement funds have taken a big hit, protecting Social Security is paramount. This measure was included in the budget, is fiscally responsible, and for Connecticut’s seniors, it’s absolutely essential.”

On Thursday, Murphy, along with members of the Connecticut House delegation, sent a letter to Speaker Pelosi requesting that H.R. 5987 be scheduled for a vote. Congress will consider H.R. 5987 immediately upon return to Washington in November.

The COLA is automatically calculated using data on inflation published by the Bureau of Labor Statistics (BLS). October 15 is the day BLS releases the final economic factor that the Social Security Administration uses to calculate the annual COLA. In 2009, Social Security recipients saw a 5.8% increase in their benefits, the largest since 1982, as a result of rising costs; but in 2010, they saw no COLA at all.

Social Security benefit levels are modest – only $14,000 a year for the average retiree. The median income for senior households is just $24,000, reflecting just how much Social Security means to most elderly Americans. Six in ten seniors rely on Social Security for more than half of their income, and about a third of retirees have little other than Social Security on which to live.

NEW BRITAIN - Connecticut Republican Chairman Chris Healy filed an Elections Enforcement complaint Wednesday against 12 year-incumbent Democrat State Treasurer Denise Nappier accusing her of violating state election laws over her promotion of a student loan program within a 60-day window of the election.

The violation concerns promotional activities with the Connecticut Higher Education Trust (CHET) program, which allows parents to set aside tax deferred funds until they are needed for college tuition. The Treasurer is responsible for managing the funds.

“Treasurer Nappier consciously violated the law when she allowed her staff to use tax payer resources in the Treasurer’s Office to plan and orchestrate a media event designed to promote her reelection,” said Healy. “Nappier allowed her image and printed quotes on materials distributed by The Hartford to the public. Nappier has been in office long enough to know this is a prohibited activity within 60 days of an election.”

During Nappier’s official October 6th press conference announcing “CHET Advisor” Nappier attempted to compensate for the poor performance of the fund as compared to other states by announcing reforms to the program that had long been advocated by both investors and professional organizations.

“Nappier knows that she has been misleading families about the true performance of the CHET program,” said Healy. “This media event and the involvement and the manipulation of The Hartord are an attempt to use a fresh coat of paint to cover the mismanagement and underperformance of her administration.”

The Treasurer’s office should be made to reimburse The Hartford for all costs associated with the publication and distribution of CHET Advisor materials designed to aid in her reelection.”

Denise Merrill the rare candidate representing "the other Connecticut" this year

The 2010 election cycle in Connecticut is dominated by candidates from a small geographic radius in Fairfield County, including three practically next-door neighbor millionaires from the Greenwich area, Senate candidates Linda McMahon and Dick Blumenthal and gubernatorial candidate Tom Foley.

Dan Malloy and George Jepsen, candidates for governor and attorney general, are also from Fairfield County, and have known each other for decades, literally sharing a law office together back in the day.

During her visit with The Register Citizen earlier this week, it was interesting to converse with Denise Merrill, Democratic candidate for secretary of the state.

She is from the sparsely-populated northeast corner of the state - she's represented Storrs in the legislature.

Merrill and her Republican opponent, state Consumer Protection Commissioner Jerry Farrell Jr., are fighting an uphill battle to get voters to pay any attention at all to them or the secretary of the state race in a year when the U.S. Senate contest is sucking all the oxygen out of the room, and you also have vacancies in both the governor's office and attorney general's office for the first time in more than a decade.

But coming from "the other Connecticut," as we in the Northwest Corner know well, Merrill is used to being in a position of being overlooked.

At the Democratic convention, facing two opponents for the secretary of the state nomination, she said that the fight became a coalition of small towns vs. delegates from the cities.

In the Legislature, the same kind of "city mouse vs. country mouse" fights have also played out many times.

Just released poll numbers show that Sam Caligiuri is well positioned to win in November's election.

Tuesday the Caligiuri Campaign released poll results showing that Republican Sam Caligiuri is a single point behind Chris Murphy. This amounts to a statistical tie. In a head-to-head match-up, 39% of respondents favored Caligiuri while 40% favored Murphy. This represents a huge gain for Caligiuri and a big loss for Murphy, as Murphy was leading 49% to 28% in an October 2009 poll by the same firm.

According to Adam Geller, whose company conducted the poll, when a candidate polls under 50% that "bodes poorly" for the incumbent. Geller said that this change in poll results shows that one incumbent is losing steam while the other is closing the gap.

"This is proof that Chris Murphy's support for Nancy Pelosi's far-left policies is catching up with him, and that my message and record of fiscal conservatisim is resonating. Voters in our District did not want Obamacare, but Chris Murphy wants to take that legislation even further and create a public option. Voters did not want the wall Street bailouts or the so-called stimulus package Murphy voted for, and they do not want the Cap and Trade bill he co-sponsered," said Caligiuri. "I am thrilled that the fiscally responsible policies I am promoting are giving them hope that we can reverse this course and get our economy growing again."

Other key date points from the poll show that:

In the hard re-elect question, only 36% believe Chris Murphy has performed his job in Congress well enough to deserve re-election, while 45% think it's time for a new person.
In an ominous sign for the party in power, only 29% of voters believe the country is heading in the right direction, while 63% believe things are off on the wrong track.
The generic ballot favors Republicans, 41% - 38%. Among unaffiliated voters, the generic Republican leads 38% - 32%.
In the "gas pedal/brake pedal" question, 54% prefer a Republican who will oppose Obama and Pelosi, and 36% prefer a Democrat who will support Obama and Pelosi.

Dodd appeared Monday at the AFL-CIO's political convention in Hartford.

Heurged delegates and guests to support fellow Democrat Dan Malloy in the governor's race and reminded voters "of what the other crowd got us into," referring to national Republicans.

Malloy and his Republican opponent, Tom Foley, were also scheduled to speak at the convention on Monday. The AFL-CIO expects to endorse candidates on Tuesday.

Dodd is not seeking re-election to the Senate. During his 36 years in the Congress, he said he voted with organized labor 96 percent of the time.

Margin in 5th District doesn't tell the story of geographic split

Waterbury state Sen. Sam Caligiuri won the Republican nomination in the 5th Congressional District last night by a pretty comfortable margin - 40 percent to Justin Bernier's 31 percent and Mark Greenberg's 29 percent.

But in keeping with the geographic dynamics of the district over the past decade, that margin was by no means a consistent trend across the map.

In fact, Caligiuri placed first in 19 towns in the 5th District, while Bernier won 18 towns, and Greenberg won three (Danbury, Warren and Woodbury).

Bernier won Torrington and smaller towns throughout the Northwest Corner and down into New Milford, but the combined margin of victory in 11 of those towns, because population and Republican primary votes are relatively low, was 590.

He also beat Caligiuri by a combined margin of 978 votes in the Farmington Valley towns of Avon, Canton, Simsbury and Farmington and his hometown of Plainville.

But that was not enough to overcome Caligiuri's dominance in his home base of Waterbury.

He beat Bernier by a combined margin of 2,965 votes in Waterbury and the surrounding towns of Watertown, Wolcott, Southbury, Middlebury and Cheshire.

The two other major communities in the district, were basically a wash, with Caligiuri winning Meriden by a small margin, and Bernier winning New Britain by a small margin.

Caligiuri spoke during the primary campaign about the importance of geography in the general election.

He said that traditionally, the formula for Republican victory in this district is for the nominee to have a base of support that neutralizes the Democratic nominee's votes in one of the two major Democratic strongholds, Waterbury or New Britain.

Nancy Johnson used to win the district by neutralizing Democratic support in her base of New Britain.

Before her, John Rowland used to win by neutralizing his home base of Waterbury for the Democrats.

Caligiuri had argued that he would have similar support in Waterbury, which would be more important to victory in November than Bernier's base in the Farmington Valley, which would be expected to support a Republican regardless of where they are from.

Democratic Congressman Chris Murphy, seeking his third two-year term, is from Meriden.

On the map above, towns won by Bernier are colored in blue, towns won by Caligiuri are colored in red, and towns won by Greenberg are colored in green.

Controversy in 5th Congressional District Race

Plainville -- Talking Points Memo, a national news site, reported Thursday morning on a misleading mailer from Sam Caligiuri to voters throughout the Fifth Congressional district.

In the mailer, Caligiuri fraudulently refers to himself as the "Republican Nominee" to challenge incumbent Democrat Chris Murphy. The letter is postmarked July 27, two weeks prior to the August 10th Republican primary election.

According to the Talking Points Memo article, Caligiuri's opponent, Justin Bernier, is saying that the mailer may violate election law.

Bernier signs 'No Cap and Trade' Pledge

Plainville - Justin Bernier, Republican candidate for congressional district 5 today signed a pledge to oppose the "Cap and Trade" energy tax if elected to the House of Representatives in November. Bernier is the only candidate in the 5th district race to have signed the pledge.

Bernier signed the pledge before visiting the Plainville Electrical Products Company (PEPCO).

"PEPCO is the kind of company we ought to be encouraging and supporting in Connecticut," said Bernier. "This small business does high-end manufacturing that creates high-paying jobs in the energy industry --that's the future of America's economy. The Cap and Trade systems that Chris Murphy and Sam Caligiuri have supported hurt small businesses and families by raising the cost of energy even higher."

Murphy is a vocal supporter of the cap and trade bill -- he voted for the bill and publicly lobbied for it's final passage and implementation.

The nonpartisan Congressional Budget Office has scored the House plan as an $846 billion increase in federal revenue, a burden to be borne by taxpayers and consumers.

"Cap and Trade is a massive energy tax," Bernier said. "Americans will face hundreds of billions of dollars in new taxes if Chris Murphy gets his way on cap and trade. The end result will be higher prices on anything that requires energy to make or deliver - that's just about everything. Americans will face higher prices for everyday items, including groceries, appliances, and furniture, clothes and shoes, and of course, electricity and natural gas."

"Cap and Trade will move manufacturing jobs to China and India, where emissions standards are far less stringent than in the United States," said Bernier.

Bernier has proposed lower taxes on energy investment, streamlining the regulation process for new power plants and renewable energy sources, and ending frivolous lawsuits that unnecessarily delay energy projects for decades.

Local news station to host final Primary Gubernatorial Debates

WFSB-TV, Channel 3 and Connecticut Public Broadcasting Network, parent company of CPTV and WNPR have teamed up to host two gubernatorial debates at the WFSB studios in Rocky Hill.

The Democratic candidates, Ned Lamont and Dan Malloy, have been invited to debate the issues on Tuesday, August 3. Dan Malloy has accepted the invitation and will participate. At the time of this release, Ned Lamont has declined and will not be participating.

The Democratic Gubernatorial Debate will be broadcast on Channel 3 and WNPR at 3 p.m.

The Republican candidates, Michael Fedele, Thomas Foley, and Oz Griebel, have agreed to debate the issues on Wednesday, August 4.

One thing you won't get most candidates in Connecticut's Aug. 10 primary to talk about is whom they're supporting in races other than their own.

With the exception of the Ned Lamont-Mary Glassman vs. Dan Malloy-Nancy Wyman tickets in the Democratic primaries for governor and lieutenant governor, there are few public alliances between candidates across contested primary races.

In the Republican race for governor, Danbury Mayor Mark Boughton dropped out (like Glassman on the Democratic side) to run for lieutenant governor as Michael Fedele's informal running mate. But the other two candidates, Tom Foley and Oz Griebel, chose not to run "with" a lieutenant governor nominee.

And when we asked our readers what slate of candidates they were supporting, it was all over the place. Even some who are supporting Fedele prefer his opponent in the lieutenant governor race, Lisa Wilson-Foley, and many supporting Boughton prefer Griebel or Foley over Fedele.

We looked for patterns of support between the U.S. Senate and 5th District Congress races, but honestly found none.

Support for Justin Bernier, or Sam Caligiuri, or even Mark Greenberg (who has endorsed Peter Schiff in the Senate race and vice versa) does not, apparently, tie to support to any one candidate for governor or Senate.

Delauro fights for Paycheck Fairness

DeLauro (CT-3) praised the President's endorsement of the Paycheck Fairness Act and his call for the Senate to pass the Legislation, which will strengthen the Equal Pay Act and ensure that women are paid equally for their work. Echoing recommendations issued today by the National Equal Pay Enforcement Task Force, the President urged the Senate to take up the legislation originally introduced by Congresswoman DeLauro in 1997. Passed by the House of Representatives last year, the bill now awaits action in the Senate.

"In America today, women make up half of our workforce--and yet, they still only make 77 cents on the dollar as compared to men. And if you look at this statistic even closer, you find that African American women make 61 cents on the dollar, and Hispanic women only make 52 cents. In 2010, an incredible 47 years after the passage of the Equal Pay Act, which was supposed to ensure equal pay for equal work, and 13 years after I first introduced the Paycheck Fairness Act, these numbers are shocking," DeLauro said.

DeLauro said in a press release that the entire economy is being impacted by this continued pay discrimination because more women are the bread winners for their families.

"By giving this legislation the real teeth it needs, through pay justification, prohibiting retaliation concerning salary information, and enforcing punitive and compensatory damages, we can ensure that this workplace inequity ends," Delauro said.

Malloy and Wyman's plan focuses on protecting our water, specifically Long Island Sound; lowering air pollution by investing in energy efficient technology and public transportation; and a renewed approach to land use that preserves open space and redevelops brownfield sites throughout Connecticut.

"Clean air, safe water and healthy land -- these aren't just descriptors of a great place to live, they're the critical elements for building business and making Connecticut a desirable place to work and live," said Malloy. Governor Rell Celebrates School Bus Seat Belt Bill

Governor M. Jodi Rell celebrated legislation Tuesday that establishes a state-run incentive a program to help school districts pay for equipping school buses with three-point, lap and shoulder seat belts.

"Sadly, in a very real sense we are brought together by tragedy," Governor Rell noted in a bill-signing ceremony at Rocky Hill High School. Vikas Parikh, a 16-year-old student at Rocky Hill High died in a school bus accident in January of this year.

"This practical, common-sense bill establishes a program to help school districts all over our state buy school buses equipped with three-point safety belts," the Governor said. "It is not a mandate -- it does not impose costly new requirements in the face of extraordinarily difficult budgets. It strikes a critical balance between incentive and choice. I believe this is a good law -- it is not only well-intentioned, it is also well-crafted."

Under the program, the state's Department of Motor Vehicles will begin offering a program in 2011 that offsets a portion of the sales tax bus companies pay for school buses equipped with three-point seat belts. The program will be funded through a $50 increase in the fees paid for restoring suspended or revoked driver's licenses, commercial driver's licenses and vehicle registrations.

The program will run through at least 2018, at which time a legislative session will be held to determine whether the program should continue.

Lamont said Tuesday he would lead a revival of Connecticut's cities by improving schools, helping manufacturers by addressing high energy and health care costs, and focus state investments near mass transit hubs. Lamont also said he will provide funding to redevelop old industrial sites.
Lamont said some of his initiatives are modest in cost, but acknowledged parts of his plan would have to be implemented over many years because of the state's large budget deficit.

Justin Bernier, Republican candidate for U.S. Congress filed paperwork today with the Secretary of State's office to enter the primary for the 5th Congressional district of Connecticut.

Bernier received more than double the votes necessary to qualify for the primary ballot at the Republican convention in Hartford this past weekend.

Bernier issued the following statement upon the filing the paperwork to be place on the ballot:
"I am grateful for the tremendous support we are receiving from grass-roots Republicans who want a choice in this election. The Republican voters in Connecticut tell me they are hungry for new ideas and new leadership. This primary will allow us to debate the direction of America and our party during a serious time in our nation's history. The voters deserve a choice and an opportunity for a fresh start, and that's what we'll give them."

Connecticut's primary is scheduled for August 1oth.

Local legislators to be recognized by CT Early Childhood Alliance

Governor Rell establishes state cabinet to integrate health care reform

Governor Rell announced on Friday that she has established a Health Care Reform Cabinet, comprising officials from several state agencies, to ensure that state-administered health programs and other key elements meet the goals and requirements of the recently passed national health care reform law.

Rell stated that "The national law is such a massive and unprecedented piece of legislation that, in some cases, it will take years until uninsured individuals begin to see the affects. We can be proud that Connecticut is a national leader in providing affordable and accessible care and this Cabinet will ensure that state-run programs complement national reform."

Connecticut was the first state to seek significant reimbursement under new federal law by converting state-administered general assistance (SAGA) to Medicaid.

Other state programs that are likely to benefit from the national law are:

Rigby: Dems agree to no tax approach to close current deficit

Months of unrelenting Republican pressure forced Democrats to capitulate Tuesday, when they agreed to close this year's budget hole without increasing taxes, Rep. John Rigby said.

Today the House of Representatives approved a deficit mitigation plan, agreed to in principal by Governor Rell and Repulicans. It eliminates nearly the entire current year $350 million deficit.

For months the legislature's super majority Democrats ignored ubiquitous calls for reducing the amount of money government spends, favoring tax hikes instead. Republicans steadfastly opposed that slew of tax hikes - most recently a levy on hospitals, electric bills, and hotel rooms. Throughout the months-long debate Republicans proposed several viable, alternative budget plans eventually squashed by the majority.

As the Republicans sought financial remedies, Democrats proposed spending even more money - including a proposed $373 million spending increase they pushed in March.

On Tuesday the majority's long resistance to the common sense Republican approach crumbled.

"We've seen a majority of lawmakers make decisions opposite of the viewpoints shared by the people who put them here - men and women who want government to make the painful monetary choices they've made," Rigby said, "Finally, we're moving that way. But there's much work to be done."

The work Rigby described is a $750 million deficit for the next fiscal year, which begins July 1.

Farrell for CT Secretary of State

Jerry Farrell, Jr. announced that his campaign has raised $40,575 in his first two full months as a Republican candidate for CT Secretary of State. Farrell's first quarter totals account for more than half of the $75,000 needed to qualify for public financing under the state Citizen's Elections Program.

Farrell said "I am very appreciative of the support shown - it propels us forward in securing the Republican nomination and achieving victory in November."

Farrell states that he will be a leader in helping small businesses grow. He will guide new businesses through the filing process and be an advocate for them with other state agencies and in the legislature.

Farrell will fight to save taxpayers money by consolidating all state record-keeping in the Secretary of State's jurisdiction; which will help avoid duplicative spending among agencies.

Donations to Farrell's campaign committee came from 503 donors. Ninety-five percent of the donors are Connecticut residents.

CT's Congressional delegation urges President Obama to assist communities affected by recent severe weather

Senator Chris Dodd (D-CT), Senator Joe Lieberman (ID-CT), and the entire Connecticut Congressional delegation sent a letter to President Barack Obama this week urging him to provide federal assistance to Connecticut's cities, towns, businesses, and residents affected by recent severe weather.

This letter is in support of Governor Rell's request for the Federal Emergency Management Agency (FEMA) to declare a major disaster for CT as a result of the severe rainfall and hurricane force winds that hit Fairfield County and Southeastern CT during an 18-day period last month. The president declaring a major disaster will activate a number of federal programs that will assist in the recovery efforts of individuals and local governments.

The letter details the amount of rain and the time period it was received in, as well as the damage that was incurred.

FEMA has verified that the State and municipal costs associated with this storm would exceed $10 million and the severity of damage and the impact on families, businesses and towns is sizable.

Bernier gets endorsement from Woodbury RTC chairman

WOODBURY - Republican hopeful Justin Bernier has received another endorsement from a southern Litchfield County town chairman.

On Tuesday Woodbury Republican Town Committee Chairman Ron Judson endorsed Bernier in his run for the 5th Congressional District. Judson is the thirteenth RTC chairman to endorse the Plainville resident, who hopes to win his party's nomination and run against Democrat U.S. Rep. Chris Murphy.

Judson said that he was impressed with Bernier’s military service in Afghanistan: “I support Justin Bernier for Congress. With his military service and background, Justin understands what it takes to keep Americans safe at home and abroad," Judson said in a press release.

Bernier is a veteran of the war in Afghanistan, where he served as a military intelligence officer. Bernier also served as Executive Director of the state’s Office of Military Affairs under Governor M. Jodi Rell before stepping down to run for Congress.

Bernier said he was honored to win Judson’s endorsement: “I am proud to have the support of local RTC leaders like Ron Judson, because they represent the true grassroots, boots on the ground that will win this election in November.”

Torrington's Michelle Cook introduces bill to improve special education

Special education legislation introduced by State Rep. Michelle Cook (D-Torrington) has been approved on a bi-partisan vote by the Education Committee.

The bill will now move on to the full House of Representatives for consideration.

HB5426 requires the State Board of Education to develop a streamlined process for the administration of Individualized Education Programs (IEP) and the creation of a form that clearly and adequately records all relevant information necessary for students in need of special education services.

"Every child's needs are unique, but the current IEP form is not flexible enough to allow sufficient explanation and detail," said Cook. By making changes to the IEP form and process the bill will allow for better identification of a student's needs, the creation of a more thorough plan to address those needs, and ultimately position the student for the greater success.

TERRYVILLE, Conn. (March 23) – The Plymouth Republican Town Committee (RTC) has endorsed Justin Bernier for U.S. Congress in the 5th District, it said via news release.
Plymouth is the tenth Republican Town Committee to endorse Bernier. He has been endorsed by twice as many RTCs than all other candidates combined.
“I am honored to have earned the support of the Plymouth Republican Town Committee,” Bernier said in a statement. “For the last year my campaign has been about winning the support of Republicans in the town committees because they are the people who will win this election come November.”
“I am committed to improving the business environment,” Bernier continued, “so we can create good-paying jobs in Connecticut. We need less government spending and taxes, cheaper energy, and real reforms that make health care affordable for all American families.”
Newly elected RTC Chairman Keith G. Golnik said he supported Bernier because of his energy and different approach to politics.
“Justin is a fresh face instead of an enshrined politician,” Golnik said. “We need to elect people who will go to Washington to change the way we do business in Congress.”
Golnik, an Army veteran, also praised Bernier’s service in the military: “Justin served his country in Afghanistan, so I know he will watch out for veterans and military families when he gets to Congress.”
Bernier congratulated Golnik on his election as chairman, citing his hard work in the 2009 elections.
“Keith is a tireless campaigner who understands the importance of creating jobs in central Connecticut,” said Bernier. “I know he will continue the fantastic job that David Goodwin, Plymouth’s previous chairman, did for the town committee.”
Importance of Town Committees
Bernier, a Plainville resident, has demonstrated growing support for his campaign in the greater Waterbury area. He was recently endorsed by Middlebury First Selectman Tom Gormley and key members of the Thomaston RTC.
In Connecticut, Republican Town Committees are important because the state party uses a convention system to endorse Republican candidates for federal office. In May, Connecticut Republicans will gather in Hartford to endorse candidates for the House of Representatives, the U.S. Senate, and state-wide offices. About 95 percent of the delegates to the convention will come from the ranks for the RTCs.
Bernier has also been endorsed by eight State Central Committee members who collectively represent 27 of 41 towns in the 5th Congressional District.
Bernier continues to outpace his Republican competitors for the party nomination. He has outraised each of his Republican competitors by more than two-to-one, and he is the only candidate who has been put “On the Radar” by the National Republican Congressional Committee.

Governor Candidate Dan Malloy applauds health care reform

Demorcratic candidate for Governor and former Mayor of Stamford, Dan Malloy had this reaction to the passage of the health care reform bill:

"I want to congratulate Congress for passing landmark health care reform, especially the five members of the Connecticut delegation who all voted in favor. There are still a number of critical points to be settled through the reconciliation process - and we know that the final law won't be perfect - but this legislation will improve the lives and health of millions of Americans. It's a historic achievement, on par with the creation of social security, Medicare, and Medicaid programs."

"When it comes to the law's impact here in Connecticut, it's important to remember that most major changes will take years to implement. As I've said many times, Connecticut can't afford to rely on the federal government when it comes to making progress on big issues. That's why I supported the SustiNet and pooling bills last year, and it's why as Mayor of Stamford I implemented the Every Child Matters program, extending health insurance to more than 2200 uninsured HUSKY eligible children."
